Yes, I agree - it would be great if this could be implemented. We have a merchant asking for this functionality. 

Could this request be re-evaluated.  I have a merchant who doesn't want to enter a reason on an Open Discount or at least, if they need to add a reason that it could be a predefined reason.  Give merchants the option to require a Reason.
