Open Discount - Create Multiple, One for Each Discount Type

When creating an Open Discount in the back office there are 3 different discount types to choose from.   You're only able to choose one of those types - why can't you create multiple, one for each type.  Merchant may want an open discount of Comp be used for some items and Promo for other items.  Currently you can only setup one type.
